Amends Agriculture and Markets Law to define "beginning farmer" as one who has not produced agricultural products for more than ten consecutive years and will materially participate in agricultural production within a state region.

Establishes a Beginning Farmer Revolving Loan Program administered by the Commissioner to provide low-interest loans to beginning farmers for supporting agricultural growth, preserving farmland, and maintaining open space.

Requires the Commissioner to promulgate rules and regulations establishing application processes, eligibility criteria, applicant prioritization standards, loan amount determination, and repayment terms and periods.

Takes effect April 1st following enactment, with authorization for necessary rules and regulations to be created before the effective date.
