Adds a new duty for the Department of Agriculture and Markets to collect and compile information about publicly-owned viable farmland available for purchase or lease, and post this information on its website with contact details for relevant agencies and municipalities.

Authorizes the Department of Agriculture and Markets to also make available information about privately-owned farmland available for purchase or lease, including owner contact information.

Directs the Commissioner of General Services to develop an inventory of state-owned real property viable for farming in cooperation with the Department of Agriculture and Markets, and provide feasible properties to the farmland availability program.

Requires the Commissioner of General Services to report to the Governor and Legislature within one year on the state-owned property inventory, feasibility of selling or leasing such property for farming, and potential concerns including environmental impacts.

Expands the advisory council on agriculture's duties to include advising on tax, financial assistance, and other policies addressing beginning farmers and farm ownership transfer issues.
