Requires a $6,000 surety bond from a state-authorized surety company before plate design and production, unless at least 200 orders are received prior to production

Bond may be discontinued if 200 or more plates are sold within two years of becoming available; if fewer are sold, the state may recover against the bond proportionally for the shortfall

Takes effect immediately upon passage, with the license plate authorization provision taking effect 180 days after enactment
