Authorizes New York State residents to request a distinctive "September eleventh, two thousand one remembrance" license plate upon application to the Commissioner of Motor Vehicles.

Charges an additional annual service charge of $25 per plate beyond regular registration fees, with proceeds deposited to the Department of Motor Vehicles Distinctive Plate Development Fund.

Directs all annual service charges exceeding $6,000 to the newly established "September Eleventh, Two Thousand One Scholarship Fund" for higher education of victims who lost immediate family members in the September 11, 2001 terrorist attacks in New York.

Establishes the scholarship fund under joint custody of the Commissioner of Taxation and Finance and the Comptroller, with the Commissioner of Education approving and certifying scholarship expenditures.

Becomes effective 180 days after enactment into law.
