Adds "infliction or allowance of excessive corporal punishment" as a ground for child abuse findings in Family Court Act Section 1012(e)(iv)

Removes the phrase "including the infliction of excessive corporal punishment" from neglect definitions in Family Court Act Section 1012(f)(i)(B) and Social Services Law Section 371(4-a)(B), making excessive corporal punishment a separate abuse category rather than part of neglect

Adds "infliction or allowance of excessive corporal punishment" as a ground for abuse findings in Social Services Law Section 371(4-b)(iv)

Takes effect immediately upon enactment
