Not-for-profit corporations that provide services to a county are authorized to make purchases or contract for services through county contracts.

Excluded from this authority are services subject to article eight, labor law provisions, motor fuel, diesel fuel, and cigarettes.

Purchases must directly relate to the service the not-for-profit provides to the county, with the county able to establish limitations and conditions through its chief fiscal officer.

Not-for-profits must make purchases in their own name, accept sole responsibility for vendor payments, and both the organization and vendor are responsible for applicable taxes.

The authorization does not alter the not-for-profit's tax exemption status or create a principal/agent relationship between the county and not-for-profit, effective immediately upon enactment.
