Establishes the "Independent Senior Housing Resident Freedom of Choice Act" to amend public health law regarding independent senior housing facilities.

Permits independent senior housing residents to personally obtain personal care, home care, and case management services from any licensed home care services agency, certified home health agency, long-term home health care program, or managed long-term care program.

Allows residents to choose services from agencies licensed under article thirty-six or section 4403-f and to obtain independence-assistive technologies directly.

Prohibits independent senior housing operators from limiting resident service options, except where residents provide specific criteria, and prohibits inducing residents to use particular providers where the operator or staff receive financial benefits.

Permits operators to continue providing room, board, laundry, housekeeping, security, transportation, information and referral, emergency response, and assistance with housing and community services.
