Requires the Department of Agriculture and Markets to include in its annual AEM (Agricultural Environmental Management) program report the number of agricultural water withdrawal registrations exceeding an average of more than 100,000 gallons per day in any consecutive 30-day period.

Exempts water withdrawal information collected under Environmental Conservation Law sections 15-1504(3)(b)(1) and 15-1504(4)(a)(1) from disclosure under the Freedom of Information Law (FOIL).

Requires that any reports to outside parties for research or other purposes redact information about water sources, locations, capacity, and places of proposed or existing withdrawals.

Takes effect immediately upon enactment.
