Adds Section 224 to New York Elder Law to protect the privacy of senior center visitors' contact information (name, address, phone number)

Prohibits public entities and their employees, officers, or agents from disclosing senior center members' contact information and makes such information exempt from Freedom of Information Law requests

Applies to facilities operated by area offices on aging or contracted entities that provide services to seniors including meals, recreation, and counseling on a regular basis

Permits disclosure of contact information only in civil court proceedings or administrative hearings directly related to a senior center's attendance

Establishes a civil penalty of up to $5,000 for any person who knowingly releases or permits disclosure of confidential contact information to unauthorized recipients
