Amends Penal Law Section 205.00, subdivision 4 to expand the definition of "dangerous contraband" to explicitly include telecommunications and electronic recording devices.

Defines "telecommunications or electronic recording device" to mean any instrument, device, machine or equipment designed to transmit and/or receive telephonic, electronic, digital, cellular or radio signals or communications.

Includes specific examples such as cellular phones, digital phones, pagers, two-way radios, text messaging devices, modems, cameras, video recorders, and tape or digital recording devices.

Applies to any detention facility to prevent contraband that could endanger safety or security of the facility or any person within it.

Takes effect fifteen days after becoming law.
