Authorizes the Office for the Aging to establish contracts with statewide organizations to create a databank of individuals willing to volunteer for aging-related programs.

Requires the Office for the Aging to establish guidelines for the databank covering data entry requirements, confidentiality, screening, access, data correction, and other standards in consultation with the Advisory Committee for the Aging.

Empowers the Office for the Aging to establish, replicate, or encourage development of training programs for volunteers and staff at not-for-profit organizations to effectively use volunteers.

Permits the Office for the Aging to consult with the State University of New York and City University of New York when developing training curriculum.

The databank and training program provisions become effective on the first of April occurring at least one year after the bill becomes law; other amendments to volunteer grant provisions take effect immediately.
