Establishes a farm drain tile financial assistance program providing financial assistance to farm operations for subsurface tile drainage projects.

Requires participating farms to be enrolled in the Agricultural Environmental Management (AEM) program with at least a completed Tier 3A nutrient management plan for their entire crop production land base.

Limits state assistance to a maximum of 75 percent of eligible project costs, with a cap of $50,000 per annum per agricultural producer.

Eligible costs include consultant/contractor services, engineering costs, legal services, equipment/materials, and other direct project implementation expenses.

Requires applications to include farm location details, best management practices to reduce nutrient loss from tile lines, cost estimates, and demonstration of AEM program participation.
