Authorizes not-for-profit dental clinics to use schoolhouses and grounds to provide dental services to school-age and pre-school children during school hours and non-school hours.

Requires health professionals providing services in approved school dental clinics to be duly licensed under New York education law and authorized by their respective practice acts.

Prohibits the cost of providing dental health services from being charged to the school district, except where otherwise authorized by law.

Exempts building space used exclusively for dental clinics from the rated capacity calculations for school buildings in computing building aid.

Requires school district trustees or board of education to determine terms and conditions for clinic use, which may include rental fees sufficient to cover all resulting expenses; mandates that district children cannot be excluded from clinic services based on which school they attend.
