Requires payroll card programs to provide at least one free withdrawal or transfer per pay period, one free in-network ATM withdrawal per pay period, and free balance inquiry methods via phone and electronic means.

Prohibits payroll card programs from charging fees for point-of-sale transactions, account maintenance, application, wage loading, or mere program participation.

Requires employers offering payroll cards to also provide check and electronic fund transfer options, and allows employees to switch payment methods within two pay periods of written request.

Prohibits payroll card use as a condition of employment and bans linking payroll cards to credit features like overdraft fees, loans, or cash advances; also prohibits employers from receiving compensation based on employee fees or card enrollment numbers.
