Amends the definition of "pet dealer" to include anyone with more than ten sexually intact female dogs over one year old for breeding purposes, or anyone selling more than nine animals per year for profit, while exempting small breeders selling fewer than twenty-five animals annually on residential premises

Establishes specific housing requirements for dogs including constant indoor access, minimum floor space of 12-30 square feet per dog depending on size, solid non-stacked enclosures, temperature control between 45-85 degrees Fahrenheit, and at least one foot of headroom

Requires daily waste removal, weekly enclosure cleaning with sterilizing agents, twice-daily feeding, continuous access to clean water, regular veterinary examinations and care, and daily exercise opportunities with outdoor access at least twice the indoor floor space

Restricts dog breeding to no more than two litters per eighteen-month period and prohibits breeding dogs younger than one year or older than eight years of age

Mandates annual inspections by trained personnel, allows the commissioner to suspend licenses pending legal proceedings, establishes an inspection fee structure, and requires reporting of suspected animal cruelty violations to law enforcement
