Authorizes the Commissioner of Transportation to assume jurisdiction over the South-bound Service Road and associated ramp sections parallel to State Route 8 and 12, from the City of Utica line north to the Mulaney Road interchange, effective April 1, 2016

Transfers all right, title, and interest of the road and associated infrastructure (pavement, shoulders, drainage systems, landscaping, curbs, and guiderails) from the Town of Deerfield to the State of New York

Permits the Commissioner and Town of Deerfield to permanently close portions of the transferred highway if necessary due to flooding or erosion, provided alternative access to affected properties is maintained

Deems the state acquisition of the property to constitute an acquisition under Section 30 of the Highway Law for all subsequent purposes and uses

Takes effect immediately upon enactment
