Requires chancellors of city school districts in cities with populations of one million or more to examine, evaluate, and assess the feasibility of expanding career and technical education schools and programs.

Chancellors must evaluate the costs, benefits, and means of expanding these career and technical education offerings within their districts.

Each chancellor must submit a report to the governor, temporary president of the senate, speaker of the assembly, and minority leaders of both chambers within one year of the act's effective date.

Report must include findings, conclusions, recommendations, and any legislative proposals the chancellor deems necessary to implement the recommendations.

Act takes effect immediately upon enactment.
