Amends Banking Law Section 592 to add "subdivision four of section 160.10 of the penal law" to the list of felonies that disqualify applicants from obtaining a license, making bank robbery convictions grounds for license denial.

Amends Banking Law Section 592-a similarly to prohibit issuance of certificates to applicants convicted of crimes under subdivision four of section 160.10, applying the same restriction to trust companies and other financial institutions.

Creates a new subdivision 4 in Penal Law Section 160.10 that elevates robbery to a class C felony when the stolen property comes from a bank, trust company, savings bank, safe deposit company, savings and loan association, credit union, or licensed foreign banking corporation.

Applies the enhanced penalty to robberies from any such financial institutions incorporated, chartered, or licensed under New York or any other state or federal law that maintain branch offices in New York.

Takes effect on November 1 following enactment.
