Expands the State Administrative Procedure Act to allow regulated businesses (in addition to local governments) to petition state agencies for alternate methods of implementing regulatory mandates.

Defines "regulated businesses" as any group of similar businesses, businesses from the same region, or any group of businesses within the state subject to agency regulation, including entities representing such businesses.

Requires business petitions to include owner/governing body approval, identification of the regulatory mandate, proof the alternate method will effectively carry out regulatory objectives, and contact information for a business representative.

Mandates state agencies to publish notices of business petitions in the State Register, accept public comments for 30 days, and approve or deny petitions within 30 days after the comment period ends.

Prohibits approval of petitions that would diminish environmental, health, or safety standards, reduce third-party benefits or rights, or harm employees without meeting preponderance of evidence standard in adjudicatory proceedings.
