Adds new section 308-B to the Agriculture and Markets Law requiring state agencies to notify farm owners and operators when a Freedom of Information Law (FOIL) request is made for records about their operation.

Agency must provide written notification within five business days of receiving the FOIL request, including a description of the records requested and the name and address of the requesting person or entity.

Applies to any records requests concerning a farm operation as defined in Agriculture and Markets Law section 301.

Takes effect immediately upon enactment, with the Commissioner of Agriculture and Markets authorized to promulgate necessary rules and regulations for implementation.
