Amends Vehicle and Traffic Law Section 503 to allow waiver of fees for military service members whose driver's licenses or vehicle registrations are suspended or revoked during active duty military service outside New York State.

Military service members from the U.S. Army, Navy, Air Force, Marines, Coast Guard, or New York National Guard/State Guard can have suspensions lifted and vacated without cost, fees, fines, or penalties upon submission of proof of active service to the commissioner.

Allows the commissioner to impose a new suspension on the service member's license or registration after 60 days of return from active military service, notwithstanding the provisions allowing fee waivers.
