Repeals outdated animal cruelty statutes (sections 351, 353, 353-a, 353-b, 353-d, 355, 360, 361, 362) and establishes comprehensive new animal cruelty offenses in Penal Law Article 280, including promoting animal fighting (Class A misdemeanor and Class D felony), animal cruelty in the second and first degrees (Class A misdemeanor and Class D felony), and animal abduction offenses.

Creates new violations for endangering animal welfare, confining companion animals in vehicles in extreme temperatures, and failure to provide appropriate shelter for outdoor dogs, each punishable by fines ranging from $50 to $250.

Establishes sentencing provisions allowing courts to order forfeiture of animals to shelters or humane societies, prohibit convicted persons from owning animals for specified periods, and authorize sale of farm animals with proceeds distributed after costs and fines are deducted.

Grants law enforcement officers and agents of duly incorporated societies for prevention of cruelty to animals expanded authority to enforce animal protection laws, issue appearance tickets, and seize animals in violation of Article 280 of the Penal Law.

Upgrades penalties for harming police animals and service animals trained to aid persons with disabilities to Class D felony status, and classifies Animal Cruelty in the First Degree as a violent felony offense.
