Requires the New York City Department of Education to provide at least one full-time substance abuse prevention and intervention specialist at each public school in the city.

Defines a substance abuse prevention and intervention specialist as a Department of Education employee who has received substance abuse training through the New York State Office of Alcoholism and Substance Abuse Services.

Allocates $42,553,000 in funding from the Mental Hygiene Program Fund Account to the New York City Department of Education for school-operated prevention programs staffed by substance abuse prevention and intervention personnel.

Removes the requirement that contracts for school-based prevention programs be subject to competitive bidding or request for proposal processes, allowing continuation of existing arrangements.

Takes effect immediately upon enactment.
