Applies only to cities with populations of one million or more and requires contractors to recycle or reuse construction and demolition debris including metals, cardboard, drywall, glass, wood, concrete, brick, and asphalt.

Requires 25% recycling/reuse of debris for projects with permits issued within one year of the law's effective date, increasing to 50% for projects permitted one year or more after the effective date.

Applies to new residential buildings with four or more units, new non-residential buildings over 4,000 square feet, rehabilitations over 4,000 square feet, and demolitions of residential buildings with four or more units or non-residential buildings over 4,000 square feet.

Contractors must submit compliance documentation within 30 days of project completion and may apply for waivers if unable to meet requirements; cities may withhold building permits or certificates of occupancy for non-compliance.

Establishes fines of $500 per day for failing to submit documentation, and $500 per percentage point (or $250 for smaller projects) for each percentage point below the required recycling/reuse target.
