Prohibits persons convicted of violating "Buster's Law" (animal cruelty statute 353-a) from owning or possessing companion animals unless authorized by county court order.

Requires convicted persons to undergo psychiatric or psychological testing and demonstrate by clear and convincing evidence of sound mental capacity and ability to properly care for animals in a humane manner before court authorization is granted.

Removes horses from the definition of "farm animal" in agriculture and markets law.

Adds new definition of "equine companion" to mean horses used for recreational purposes including racing, jumping, showing, rehabilitation, or otherwise treated as companion animals or pets.

Takes effect thirty days after becoming law.
