Authorizes the city of Jamestown to establish an administrative tribunal for adjudicating parking infractions under article 2-B of the vehicle and traffic law.

Requires hearing examiners for Jamestown's parking tribunal to be appointed by the commissioner of motor vehicles in accordance with section 236 of the vehicle and traffic law.

Amends vehicle and traffic law to allow hearing examiners in Jamestown, Chautauqua County to have been admitted to practice law for at least three years, instead of the five-year requirement that applies to other cities.

Specifies that hearing examiners in Jamestown are not considered city employees and must be appointed from a list of candidates approved by the county bar association or city bar association.

Takes effect immediately upon enactment.
