Prohibits public assistance to individuals ages 5-35 who lack a high school diploma or high school equivalency diploma, unless they are enrolled and participating in good faith in a program to obtain one

Allows exemptions if a medical, psychiatric, or other professional determines the person lacks capacity to complete the educational program

Allows exemptions if the local social services district determines the educational program is not practical or cost-effective based on employment background, job training, career credentials, work skills, health, disability, lack of available programs, or other factors

Grants the Commissioner of the Office of Temporary and Disability Assistance authority to promulgate regulations for implementation

Effective 120 days after enactment
