Allows any person who qualifies as a veteran to request and be granted unpaid leave of absence from their employer on Veterans Day, November 11th, unless the absence would impose undue hardship on the employer's business.

Requires employers to have received written documentation identifying the person as a veteran on or before October 15th of the same year the leave is requested.

Designates the leave as unpaid excused leave for employees subject to overtime provisions under New York labor law and federal Fair Labor Standards Act, or allows employees to charge it against other accrued leave at their discretion.

Preserves all existing rights and benefits that accrue to employees under any other law or collective bargaining agreement.
