Adds new subdivision 3 to General City Law Section 36 to allow certificates of occupancy for one or two family residential dwellings on unmapped streets in New York City without Board of Standards and Appeals review under specified conditions

Permits issuance if Corporation Counsel determines the public way has been open and in use for minimum 10 years with satisfactory documentation, the street is suitably improved per Department of Transportation standards, and the building has an automatic fire sprinkler system

Alternatively permits issuance if Department of Buildings determines other one or two family dwellings on the same block with frontage on the same unmapped street have successfully appealed and received certificates, the street meets Department of Transportation standards, and the building has an automatic fire sprinkler system

Preserves the Board of Standards and Appeals' jurisdiction to determine zoning resolution compliance

Takes effect immediately upon enactment
