Changes the designation of safety officers to mandatory ("SHALL") rather than discretionary ("may") for the Office of Mental Health, mental health facilities, and hospitals

Expands peace officer powers of safety officers to apply at all times, removing the previous limitation that powers only applied "while performing duties in or arising out of the course of their employment"

Allows safety officers to issue simplified traffic information and appearance tickets for traffic infractions committed in their presence

Allows safety officers to issue appearance tickets for non-felony offenses as an alternative to arrest

Takes effect immediately upon enactment
