Requires organizations providing or coordinating services for persons with developmental disabilities to demonstrate adequate experience through criteria determined by the health commissioner and the commissioner of the office for people with developmental disabilities.

Mandates that organizations lacking required experience establish affiliation arrangements with non-profit entities experienced in serving persons with developmental disabilities, including residential, day, and employment services.

Specifies that affiliated entities must either coordinate and plan services operated, certified, funded, authorized or approved by the office for people with developmental disabilities, or oversee and approve such coordination and planning.

Applies the same affiliation requirements to health care plans that lack experience serving persons with developmental disabilities.

Takes effect immediately, with provisions that amendments are deemed repealed if the underlying statutory subdivisions are repealed.
