Designates security services officers employed by Alfred University as peace officers when appointed and designated by the university president, subject to approval by the Alfred Village police chief.

Alfred University peace officers have peace officer powers within the geographic area of Alfred University's grounds, buildings, and property in Allegany County and are supervised by the university.

Authorizes Alfred University peace officers to exercise peace officer powers beyond campus for transporting arrested individuals, transporting individuals under mental hygiene law, and transporting individuals to hospitals in emergencies when local law enforcement is unavailable.

Requires Alfred University peace officer candidates to complete training requirements under Criminal Procedure Law section 2.30 and a course of instruction in public and private law enforcement established under Education Law section 6435.

Prohibits designated peace officers from carrying or possessing firearms unless they have obtained the appropriate license under Penal Law section 400.00; effective 120 days after enactment.
