Requires the State Department of Agriculture and Markets to conduct minimum yearly inspections of horse stables used for riding horses, boarding, or riding lessons in cities with populations of one million or more.

Establishes civil penalties of $100 to $1,000 for violations of the new inspection requirements or related regulations.

Exempts carriage horses and racehorses subject to pari-mutuel wagering laws from the inspection provisions.

Amends New York City Administrative Code to make city regulations subject to state agriculture law requirements and grants state department personnel inspection authority over rental horse business stables.

Authorizes the commissioner to promulgate rules and regulations necessary to implement the inspection and compliance provisions.
