Allows cities with a population of one million or more to amend local laws to include water fees and assessments based on metered water use when calculating senior citizen property tax exemptions under section 467 of the real property tax law.

Permits cities with a population of one million or more to amend local laws to include metered water charges in the calculation of real property tax abatement amounts for senior citizens under section 467-b of the real property tax law.

Enables cities with a population of one million or more to amend local laws to include metered water fees and assessments when computing rent increase exemptions and tax abatements for senior citizens under section 467-c of the real property tax law.

Takes effect on January 1st following the date the bill becomes law, except the amendments to section 467-b expire on the same date that section expires pursuant to chapter 576 of the laws of 1974.
