Expands the director's authority to promulgate rules and regulations for social adult day care programs to apply regardless of funding source (public or private), not just programs receiving public funding.

Prohibits any person or program from holding themselves out as providing "social adult day services" or "social adult day care" unless they meet the requirements established in Elder Law section 215.

Extends the deadline for the director's report on projected costs and benefits of establishing uniform standards for social adult day care services from December 31, 2005 to December 31, 2016.

Takes effect immediately upon enactment.
