Expands the New York City Taxi and Limousine Commission's administrative tribunal jurisdiction to adjudicate violations of all laws, rules, and regulations enforced by the Commission, not limited to specific vehicle-for-hire and commuter van provisions.

Broadens the scope of civil penalties enforceable by the Commission to cover violations beyond unlicensed vehicles and commuter vans, while maintaining the maximum penalty of ten thousand dollars per respondent.

Adds a new service method allowing notices of violation to be served on any person of suitable age and discretion employed by or acting as an agent of the respondent at their place of business for licensed or unlicensed entities governed by Commission rules.

Clarifies that service on operators of licensed or unlicensed vehicles for hire and authorized or unauthorized commuter van services constitutes lawful service on the vehicle or service owners.

Takes effect immediately upon enactment.
