Amends the Alcoholic Beverage Control Law to expand the definition of "for cause" for license revocation to include a sustained and continuing pattern of noise, disturbance, misconduct, or disorder on or about licensed premises that adversely affects the health, welfare, or safety of the area's inhabitants.

Adds "for cause" grounds for on-premises alcohol consumption licensees who deliberately mislead the authority about the nature and character of the business to be operated or who substantially alter the nature or character of the business without seeking appropriate approvals.

Defines "substantially altering the nature or character" of a business as any significant alteration in scope of business activities that would require obtaining an alternate form of license.

Takes effect immediately upon enactment.
