Prohibits schools in cities with a population of one million or more from holding classes on primary election days or general election days.

Maintains existing exemptions allowing schools to hold classes on Saturdays (for driver education only), general election day, Washington's birthday, and Lincoln's birthday.

Requires a minimum of 180 school session days annually, with allowances for up to four days of deficiency due to teacher conferences and professional development.

Permits school districts to schedule up to two conference days in the last two weeks of August dedicated to staff development on new high learning standards and assessments, subject to collective bargaining requirements.

Takes effect immediately upon enactment.
