Expands the definition of "municipal corporation" under General Municipal Law to include public libraries as defined in Education Law Section 253, fire districts, and school districts for purposes of cooperative agreements

Authorizes municipalities and districts to establish a centralized office to collectively provide employee payroll, time and attendance administration, and personnel services

Permits the centralized office to facilitate employee participation in the New York State Health Insurance Program and tax-deferred retirement plans, health care savings accounts, college savings plans, and child care savings plans

Allows the centralized office to contract with qualified third parties to provide services necessary to carry out its functions

Takes effect on January 1st following the date the bill becomes law
