Requires the NYC Department of Education to provide school bus service to all general education students in grades kindergarten through five who live one-half mile or more from their school

Mandates the Department prepare two school bus service plans annually—one for the regular September-June school year and one for summer school sessions—prior to the first day of each session

Requires each plan to include eligibility criteria, summary descriptions of bus routes for each school, student capacity information for each route, and other relevant information deemed necessary by the Department

Mandates completed plans be submitted to the mayor and speaker of the city council

Takes effect immediately upon enactment
