Authorizes the issuance of distinctive license plates bearing the words "Catholic War Veterans of America" to members of the organization residing in New York upon request and proof of membership.

Requires a one-time service charge of $10 in addition to the regular registration fee for the distinctive plate, with annual membership verification by the applicant.

Mandates a $6,000 surety bond from an authorized surety company before plate design and production, unless at least 200 orders with the service charge are received prior to production.

Deposits all service charges collected into the DMV distinctive plate development fund established under state finance law, to be used for design, production, advertising, and distribution of distinctive plates.

Takes effect 180 days after becoming law, with the surety bond requirement effective immediately.
