Allows any person or organization to petition state agencies to adopt, amend, or repeal rules.

Requires petitions to include petitioner name and address, proposed text changes, statutory authority, and public benefit justification, with each petition limited to one rule or related series of rules.

Mandates agencies maintain publicly available petition files and post submission instructions, petition summaries within 30 days of receipt, and written denials within 30 days of issuance.

Requires agencies to either deny in writing or issue a notice of proposed rule making within 180 days for petitions signed by 100 or more New York residents, with publication in the State Register within 270 days.

Takes effect January 1 following enactment.
