Permits private employers to voluntarily adopt a veterans' preference employment policy that gives hiring, promotion, or retention preference to veterans over equally qualified applicants or employees.

Defines "veteran" as individuals who served on active duty in U.S. Armed Forces (Army, Navy, Marine Corps, Air Force, Coast Guard, Reserves, Army National Guard, Air National Guard, New York Guard, or New York Naval Militia) and meet specified service requirements.

Requires veterans' preference policies to be in writing and applied uniformly to all hiring, promotion, and workforce retention decisions.

Applies only to private employers (corporations, partnerships, limited liability companies, not-for-profit corporations, and other private entities with one or more employees) and excludes state, municipal, county, and school district employers.

Takes effect 180 days after becoming law.
