Amends Public Authorities Law Section 1198-f to modify rate-setting procedures for the Water Authority of Western Nassau County and the Water Authority of Western Nassau County District

Increases public notice period for rate or charge changes from 14 days to 30 days before implementation, requiring notification to each customer by mail or newspaper publication

Provides an exception for rates and charges associated with fire hydrant use or rental, allowing these specific charges to be established under different procedures than standard utility rates

Maintains authority's existing power to set rates sufficient to cover bond obligations, operational expenses, maintenance reserves, capital reserves, and other contingency reserves
