Amends Public Authorities Law Section 3306 to authorize the Westchester County Health Care Corporation to engage in collaborative activities with health care providers in seven lower Hudson Valley counties (Westchester, Rockland, Dutchess, Orange, Ulster, Putnam, and Sullivan).

Permits collaborative activities including development of a non-exclusive joint health information technology platform, joint marketing, clinical quality standards, coordination of clinical services, discussions with rural hospitals, and joint purchasing of supplies and equipment.

Declares it state policy to exempt the corporation's planning and implementation of these enumerated collaborative activities from federal and state antitrust law liability.

Limits antitrust exemption strictly to the specifically enumerated activities, with all other activities remaining subject to applicable state and federal antitrust laws.

Takes effect immediately upon enactment.
