Prohibits delivery of deceased bodies to universities, colleges, schools, or institutes (including mortuary schools) in cities with populations of 1 million or more unless one of three conditions is met: an anatomical gift is made, written consent from the person authorized to control body disposition is obtained, or the decedent provided written consent through a will or trust.

Bars chief fiscal officers of counties and public administrators from providing consent to release bodies to educational institutions.

Exempts delivery or release authorizations when provisions of sections 4209-a or 4210-c of the Public Health Law apply.

Specifies that entities in possession of a body have no duty to locate or obtain written consent, and protects them from liability for actions taken in good faith upon receiving proper anatomical gifts, written consent, or documented instructions.

Takes effect 30 days after enactment and applies to all body deliveries and releases occurring on or after the effective date.
