Changes athletic trainer certification to licensure under New York Education Law, replacing "certified" with "licensed" throughout relevant sections.

Expands the definition of athletic training to include work with performing artists, public protection/emergency services personnel, and individuals in adaptive athletics, while limiting scope to exclude chronic neurological pathologies except for emergency conditions like concussions and spinal cord injuries.

Increases the state committee for athletic trainers from five to six members and adds one public consumer member to the committee.

Requires all licensed athletic trainers to complete 45 hours of continuing education every three years for triennial registration, with prorated requirements beginning January 1, 2018, and exemptions for newly licensed trainers and those not engaged in practice.

Allows out-of-state licensed athletic trainers to practice in New York without a state license for up to 60 days per calendar year with their team/organization, for clinical education, or in emergency situations, subject to New York disciplinary authority.
