Prohibits traveling circuses and shows from using exotic or wild animals (including non-human primates) that were in mobile housing facilities during the 30 days preceding performance.

Exempts permanent institutions (accredited zoos, aquariums, universities, research facilities), educational outreach programs limited to 12 hours daily in mobile facilities, film/television/advertising productions, and rodeos from the restriction.

Authorizes the Department of Agriculture Commissioner to assess civil penalties of up to $10,000 per violation, with each day of violation counted separately, plus $1,500 per day for failure to obey cease and desist orders.

Exempts American Zoo and Aquarium Association accredited institutions, wildlife sanctuaries, and non-profit environmental education programs from the prohibition.

Takes effect one year after enactment, with Commissioner authorized to promulgate implementing rules and regulations immediately upon passage.
