Mandates veterinarians report the aggregate number of devocalization procedures performed annually to the Commissioner of Education by March 30th, with records maintained for four years

Establishes Class B misdemeanor penalties including up to 90 days imprisonment and/or fines up to $500 for violations; veterinarians face potential license revocation or suspension

Takes effect 90 days after enactment; commissioners of agriculture and markets and education authorized to promulgate rules and regulations for enforcement
