Requires Triborough Bridge and Tunnel Authority (TBTA) employees to contribute Additional Member Contributions (AMC) during periods when they leave eligible positions and later return to the plan.

AMC rates are 5.5% of gross wages for Bridge and Tunnel Officers and 6.0% for Sergeants and Lieutenants, applied to non-participation periods at the rate last paid while a plan participant.

Addresses situation where employees promoted to managerial positions (ineligible for plan) and later reassigned back to non-managerial positions can now retire with full benefits despite avoiding contributions during the managerial period.

Estimated to reduce actuarial present value of benefits by approximately $60,000 per affected member at retirement and save approximately $7,000 per year per affected member in employer costs.

Applies immediately only to new employees hired by TBTA.
